Enlightened, Inc. was engaged to conduct a complete physical inventory of all personal property owned by the District of Columbia with a purchase price of $5000 or more. Existing assets with barcode labels were to be scanned and their condition assessed; new assets were to be labeled with barcodes, and up to 14 data elements captured for each (make, model, location, serial number, and so on). Assets were scattered over 240 locations and had to be physically assessed within 90 days. |

Enlightened created a Web-based infrastructure for capturing data downloaded by the 30 inventory specialists hired and trained for the project. We also provided a project management Web site that allowed OCFO to review progress to date as measured by earned value analysis.
Project highlights include:
- Managing multiple teams for the inventory of several hundred DC Government sites in parallel
- Implementing forward looking asset management system and business processes
- Provided hourly report tracking of multiple site assessments
- Provided post project assessments, summary reports, lessons learned and process

Outcome/Benefit

- Enlightened has performed three District-wide inventories for the OCFO.
- The accounting taken in 2005 provided OCFO its first accurate, up-to-date listing in 3 years of the District’s capitalized assets.
- The recent 2006 and 2008 inventories built upon that baseline. It has left a body of data and a management infrastructure that will greatly simplify future efforts to accurately account for fixed assets and to comply with government accounting standards.
